Civil Service System

Administration of study program refers to the UPI Statute (Government Regulation No. 15 of 2014). The status of the UPI BHMN who has turned into a state-owned PTN directs the Library and Information Study Program (Perpusinfo Study Program) to be able to be independent in managing and realizing the achievement of the study program institutional mission. The independence of developing the administration system is used by the Perpusinfo Study Program as a means to develop University excellence and implement a decentralized academic system in accordance with the characteristics of the Perpusinfo Study Program.

Describe briefly the system and implementation of governance in the Perpusinfo Study Program to build a system of civil service governance that is credible, transparent, accountable, responsible and fair.

  1. A system and implementation of credible civil service arrangements.

The system and implementation of credible civil service arrangements include the appointment and replacement of personnel. In the structure of the administration, the appointment and replacement of personnel is carried out with a standard mechanism and regulated by the UPI Chancellor. The basic requirements are set specifically for the Chair of the Study Program, namely UPI lecturers who are competent in the field of Library and Information sciences. In this case, aspects of credibility are things that must be fulfilled by the Chair of the Study Program in carrying out their duties. The head of the study program continues to strive to manage the study program as well as possible, including managing human resources, both lecturers, students and employees.

  1. Transparent system and implementation of administrative procedures.

In carrying out its administration, the head of the study program carries out the principle of transparency – both in terms of planning, implementation and reporting of the results of management activities or processes. Transparency that is carried out certainly refers to the prevailing system as in the case of financial statements that do have standard rules. If there are elements of the study program who want to know something about these things, the study program leader serves him openly. In addition, the study program leaders implement transparency in all aspects, for example related to policy. The policy taken was done through deliberation to reach consensus and was socialized to all lecturers and employees as well as students.

  1. Accountable system and implementation of administrative procedures.

The implementation of lectures every semester always begins with holding a meeting which is to examine the class schedule. Before the schedule is shared, all lecturers are collected to get directions and receive lecture schedules and at the same time obtain information on the results of lecturer performance evaluations in general. Lecturer performance evaluation is carried out through questionnaires filled out by students to evaluate the performance of lecturers in the learning process of each subject taught. In distributing and reassembling the questionnaire, the study program is assisted by representatives of students from the class who have been given assignments to be further distributed to students in each class and to reassemble the questionnaire and collect it to study programs. Furthermore, the questionnaire was processed. Meanwhile, evaluation of employees, laboratory staff, librarians is carried out inherently by direct supervisors. Administrative, library and laboratory service procedures are regulated and socialized by each unit.

  1. The system and implementation of the administration of the civil service responsible.

As the leader, the Head of the Study Program of Perpusinfo is fully responsible for every action, product, decision and policy including the administrative process carried out in the Perpusinfo Study Program. The scope of his responsibilities includes the obligation to report, explain and willingness to be questioned for each consequence that has been produced. The Chairperson of the Perpusinfo Study Program is in charge of planning, implementing, developing, and evaluating all study program activities, and is responsible to the UPI Rector. In carrying out their duties, the Chairperson of the Perpusinfo Study Program and the lecturers who function as instructors, assistants for student activities, and academic advisers. In addition to being assisted by lecturers, the Chair of the study program is also assisted by administrative staff, laboratory staff, librarians, who work in accordance with their fields of work. All Study Program activities are built and implemented based on mutual commitment in the climate of openness. At the end of the year all units must provide an accountability report in accordance with their respective fields of work, including the chairman and other work units must provide an accountability report to the UPI chancellor.

  1. System and implementation of fair administration.

The process of implementing good governance is also largely determined by the justice factor felt by all elements of the study program. This was realized by the leaders of the Perpusinfo Study Program, so that the various decisions taken were very concerned about this aspect. Justice in question is for example in assigning lecturers, determining the number of students being guided, determining schedules and so on. With the implementation of this principle, the academic atmosphere in the study program is always conducive. Lecturers and employees who violate the rules are sanctioned in accordance with the applicable regulations in UPI. Forms of sanctions are given starting from the warning letter to the termination. All of that is done in accordance with the rules that apply in UPI. Likewise, students who violate campus life etiquette will get sanctions according to the weight of violations.

Head of Library and Infromation Science Studies Program

The Head of Study Program is in charge of leading the implementation of study program assignments set by the university, namely implementing academic programs at the department / study program level which include the following:

  1. Improving academic quality, research, community service (Tri Dharma Perguruan Tinggi), and cooperation at the level of study programs;
  2. Arrange plans and work programs of study programs as work guidelines in accordance with the agreed vision, mission and objectives;
  3. Arrange and make the concept of study program development as input material submitted to the Chair of the Department: the development of HR (Human Resources) through further studies, comparative studies to other universities, both national and international, training staff lecturers and laboratory staff through workshops, administrative staff training, and training of student soft skills);
  4. Student development, religious life, social culture, and communication at the study program level;
  5. Planning, implementing, monitoring and evaluating lectures at the study program level;
  6. Evaluating BKD (Lecturer Workload) every semester;
  7. Monitor and evaluate the implementation of lectures to improve the quality of study programs;
  8. Coordinating evaluation of evaluation questions (both UTS and UAS and their implementation);
  9. Propose and report the performance of the PA Lecturer (Academic Advisor) to the Chair of the Department;
  10. Arrange the RKAT (Annual Activity Plan and Budget) in accordance with the rules of the university;
  11. Bridging lecturers to conduct research and community service;
  12. Arrange the evaluation of the implementation of study program activities as the responsibility for the results that have been achieved.

Permanent Lecturer at Library and information Science Studies Program

Based on the assignment through the UPI Rector’s Decree Number: 4143 / H40 / KP / 2010 concerning the Appointment of Lecturers in the Library and Information Study Program FIP UPI dated June 8, 2010, the Perpusinfo Study Program has 6 Permanent Lecturers as follows:

The main tasks of each arable field in the Perpusinfo Study Program can be detailed as follows:

Academic and Student Affairs

  1. Arrange a teaching schedule plan for each lecturer according to his competence;
  2. Making PLP guidelines;
  3. Develop PLP plans;
  4. Implement a Memorandum of Understanding with institutions / schools for the implementation of PLP;
  5. Coordinate students who will complete the final assignment with Academic Advisors;
  6. Compile documents of student study results and documents relating to study programs;
  7. Guiding students in carrying out student activities;
  8. Organizing the EU program (User Education) to help students recognize library functions and facilities in utilizing collections as much as possible for the smooth running of studies;
  9. Organizing student enlightenment activities and providing career projection guidance;
  10. Selecting prospective scholarship students

Field of Seminar and Publishing

  1. Designing activities for the participation of lecturers and students to become speakers / speakers at scientific meetings (as keynote speakers), especially at national and international levels according to their competencies;
  2. Designing a national and international seminar / symposium / workshop / librarian congress;
  3. Encourage and collect papers, scientific works, research work of academic study programs;
  4. Publish scientific papers in packaging articles for study program journals (EDULIB);
  5. Developing the level of study program journals to achieve accreditation of international journals as a jury journal (Refereed Journal);
  6. Striving for journal functions as a venue for obtaining credit values ​​for the study program academics.

Field Laboratory

  1. Inventory, maintain, and maintain lab tools and materials, arrange programs / plans and coordinate laboratory activities in collaboration with the Head of the UPI Library;
  2. Prepare programs / plans and coordinate laboratory activities in collaboration with the Head of the UPI Library;
  3. Make regulations on the use of laboratory equipment through SOPs (Standards of Operational Procedures);
  4. Propose proposals for the procurement of laboratory equipment to be integrated into library ICT (Information and Communication Technology) laboratories;
  5. Responsible for the use and maintenance of laboratory equipment;
  6. Designing an ICT-based workshop.

Field of Cooperation and Training

  1. Designing cooperation at the university level with similar institutions at home and abroad;
  2. Hold internal and external training for study programs (in-house training and between institutions) at national and international levels;
  3. Hold partnerships with internal and external agencies, especially in the implementation of PLP courses;
  4. Designing funding for the implementation of student skills training ahead of alumni jumping to the community for scientific service;
  5. Optimizing the quality control process for every partnership and partnership.


The leadership of the study program is entrusted to the Chairperson of the Study Program who is responsible to the Chair of the Department as a direct supervisor. Effectively the Head of Study Program directs and influences the behavior of all elements in the study program environment, relying on mutually agreed values, norms, ethics, and study program culture through commitment to be able to consider and make decisions quickly and accurately. Collegial leadership is embraced for holistic problem solving in order to fill the multidimensional personal character through the Study Program Work Meeting with departments and faculties. Collaboratively, collegial leadership is combined with the functions of operational leadership, organizational leadership, and public leadership.

The study program leadership creates an academic conducive climate to empower every potential owned by its supporting elements, namely lecturers and administrative staff. Together with the ranks under his coordination, the Head of Study Program predicts the future, formulates and articulates a realistic, credible vision and communicates the vision forward. The study program function will be a point of departure for the implementation of all scheduled activities, as follows:

  1. Carry out and develop library knowledge and information;
  2. Intensifying research for the development of library and information science;
  3. Carry out community service;
  4. Carry out administrative activities of study programs;
  5. Empowering individual potential for career development of academicians;
  6. Carry out coaching of academicians.

Through feedback from the academics, improving the curriculum, implementing the learning process and intensifying the academic activities of the study program are pursued in the form of continuous follow-up.

Management System

The person in charge of functional and operational management of the study program is the Head of Study Program. Management includes planning, staffing, leading, and controlling activities, both internally and externally. Evaluation of study program institutional management processes includes 7 aspects, namely: 1) education, 2) research and development, 3) community service, 4) student affairs, 5) institutional and management system management, 6) HR structuring, and 7) welfare improvement. The study program also chose fields that were considered crucial for post-evaluation development.

Quality assurance

Study Program refers to the University Quality Assurance System (SPM) guidelines to ensure that the implementation plan is in line with the implementation notes in the field: planning, achieving, maintaining and improving standards. The Quality Objectives formulated by the University are translated by the Study Program in the form of a Quality Plan which is described into the points of the target to be achieved. The mismatches that may be experienced by the Study Program will be followed up in the form of improvements according to established standards.

The evaluation of the target items whose quality is guaranteed in the Study Program is used to determine the level of achievement of outputs and outcomes for the academic standards of the Study Program. The quality assurance process is directed among others to provide outcomes for student learning outcomes. Monitoring is carried out by the Study Program to capture two influences, namely: 1) progress and student learning achievements, and 2) improvement and renewal of teaching methods by lecturers. Self-evaluation of the teaching-learning process is done through indicators of assignment results, test results, motivation, and practicum results (for example in the LM304 subject of Resources and Information Services occupied by 5th semester students).
