Management of Lecturers and Education Personnel

Human Resources (HR) is a key factor that greatly determines the quality of education services. HR in the Perpusinfo Study Program consists of lecturers, educational staff, and administrative staff. HR lecturers in the Perpusinfo Study Program are attempted to carry out the Tri Dharma of Higher Education in accordance with applicable regulations.

Some of the things that have been done and continue to be pursued by the Perpusinfo Study Program in managing this HR are as follows:

  1. In teaching assignments, the Perpusinfo Study Program seeks, the lecturers do not handle more than 12 credits. In teaching courses, the lecture is assisted by an Expert Librarian who has the right to teach and has a Masters and Information master’s degree. In addition, assisted by staff from Talent Scouting who have been and are currently pursuing a Masters degree in Library and Information Science;
  2. As part of the regeneration, all instructors involved in the Perpusinfo Study Program were asked to arrange course planning. Coaching focuses on elements of planning, implementation, and evaluation including the preparation of Syllabus, SAP, and Teaching Materials;
  3. Course lecturers are those who have held a Lector’s position and have a master’s degree (S2) in accordance with the course they are taught;
  4. Each lecturer is responsible for arranging teaching planning, carrying out the teaching and learning process, carrying out an evaluation of teaching activities, and reporting his teaching assignments at the end of the semester to the head of study program;
  5. Teaching assignments for lecturers are adjusted to the competencies and areas of expertise they have;
  6. Lecturers are required to carry out academic guidance for students in accordance with the assignment of the Head of Study Program and receive a Letter of Assignment signed by the FIP UPI Dean (Leader);
  7. The Functional Librarians Experts who are recruited as teachers, receive a Teaching Assignment Letter signed by the Chancellor of the Indonesian Education University;
  8. Lecturers are encouraged to carry out research and community service with independent funds, funds available at the study program RKAT, and / or obtained from internal university competition grants and external universities;
  9. Lecturers are encouraged to play an active role in seminars, workshops, or other scientific meetings at the local, national and international levels;
  10. The expertise of the instructors / lecturers is used for various purposes, especially for the implementation of lectures and community service which is realized through upgrading, training, and apprenticeship.


Profile of Lecturers and Supporting Staff: Quality, Qualifications, Experience, Availability (Adequacy, Conformity, and Lecturer-Student Ratio)

In 2013, the Perpusinfo Study Program had 6 (six) permanent lecturers who effectively carried out teaching assignments. Of the six lecturers, there were 4 qualified academic S3 (doctoral) and two academically qualified S2 (master). Of the two lecturers who are academically qualified, one person is completing a doctoral dissertation and one person is planning to continue his studies in 2014.

In addition to permanent lecturers, there are 9 (nine) extraordinary staff with librarian functional positions, 5 (five) permanent lecturers at the Kurtekpend FIP UPI Department, 4 (four) UPI permanent lecturers, and 2 (two) outstanding lecturers and 4 ( four) teaching staff resulting from talent scouting. Administrative support staff possessed by Perpusinfo Study Program are 1 (one) administrative staff with high school academic qualifications.

All lecturers have an educational background that is relevant to the course they are developing. The list of teaching assignments and the person in charge of the courses at the Perpusinfo Study Program shows the even distribution of tasks among the lecturers according to their respective fields of expertise.

In addition, human resources at the Perpusinfo Study Program are supported by other human resources, such as administrative staff in the Faculty, technicians and instructors, and other officers in the Library, ICT Directorate, Language Centers, Laboratory Schools, UPT-BLK, Workshops, and Laboratories. in other Departments and Faculties that are relevant in the UPI environment.

The group of subjects given by the team teaching (team teaching) basically meant as an element of cooperation and coaching by senior lecturers to junior lecturers. The main learning strategies used by students in Perpusinfo Study Program are discussion, debate, presentation, and practice. This is based on several courses that require the existence of a number of competencies that must be possessed by each student. This strategy is used to direct students to high-level thinking skills such as the ability to analyze, synthesize, and evaluate skills other than skills that can be used in their lives. Thus the learning process that takes place becomes more creative, innovative and meaningful.

Analysis and study of lecturer study programs and supporting staff in Perpusinfo Study Programs, both those that have been, are being carried out, and will be developed in the coming years show that there is a “strong point” of Perpusinfo Study Program, which means that it has sufficient human resources due to qualifications, experience, dedication , achievements, and sufficient scientific work. In addition, the opportunity to develop through collaboration and obtaining competitive grant projects is also quite open.

Human Resource Development Strategy

  1. Creating a climate that can encourage the love and pride of lecturers towards their work and institutions;
  2. Encouraging the improvement of lecturer competencies through further education and training;
  3. Increase cooperation with outside institutions to improve lecturer competency;
  4. Arrange staffing rules that can increase the motivation of lecturers;
  5. Add support staff who can support the teaching and learning process.

Sustainability of Procurement and Utilization

Sustainability of the Perpusinfo Study Program is very promising. The reason is the input of students who are interested in entering the Perpusinfo Study Program is very abundant, especially with the birth of Law No. 43 of 2007 concerning the Library and Minister of Education Regulation No. 25 of 2008 concerning Library Manpower Competence. The government through the National Library of Indonesia and Basic Education stated that in 2013 to support Permendiknas No. 25 of 2008 requires around 200,000 School Library Managers. This is a guarantee that this Perpusinfo Study Program will still exist to meet the needs of the field.

Teachers strongly support the existence of this Study Program. University Infrastructure continues to improve to create a good campus and Study Program that must demonstrate its existence.
